The Talgo 230 train has received certification from the European Railway Agency (ERA) and the German Federal Railway Authority (EBA). It will operate on Deutsche Bahn (DB) under the brand name "ICE L", and this also lays the foundation for its operation on Danske Statsbaner (DSB) under the "EuroCity (EC)" brand, marking the end of the approval process launched in 2019. In 2019, DB ordered 23 units (expandable to 100 units); in 2020, DSB initially ordered 8 units and later increased the order to 16 units. Developed and manufactured by Talgo in Spain, the train adopts self-developed lightweight structure and rolling assembly technology, with a maximum operating speed of 230 km/h. The ICE L and EC versions feature a modular design, allowing formation of 9 to 21 carriages, and support coupling with multiple types of locomotives, adapting to multi-network interoperability.

It also plans to obtain certification in Austria and the Netherlands, as well as partial operation authorization at Basel Station in Switzerland. In Germany, it will use third-party locomotives initially, and later couple with Talgo's Br 105 locomotives (under separate approval). The certification work has been advanced in collaboration with TÜV SÜD since 2021, undergoing dynamic tests in multiple countries, and the relevant certificates have been issued. In May 2025, Talgo also signed an agreement with Flix from Munich, planning to supply up to 65 high-speed trains based on this technology platform, involving 2.4 billion euros.
