Austrian Federal Railways (ÖBB) has announced its development framework plan for 2025 - 2030, which serves as the main financial means for the Austrian federal government to invest in railway infrastructure. The total investment of the new plan reaches 19.7 billion euros. Over the next six years, more than 3.2 billion euros will be invested in the national railway network each year, aiming to promote railway construction, digital transformation, and network maintenance across Austria, and ensure that key ongoing construction projects are completed on time. In addition, the railway service supply in urban agglomeration areas will be increased, the decarbonization of railway transportation will be promoted, and the long - term stable development of railway operations will be ensured through digital and modern measures. According to the plan, key infrastructure projects such as the Koralm Railway, Semmering Base Tunnel, Brenner Base Tunnel, and the quadrupling of the Western Railway will continue to be advanced. Core projects to enhance the attractiveness of public transportation in metropolitan areas, such as the modernization of Vienna S - Bahn, will also be implemented as planned. The development of regional railways will also receive strong support, including key lines such as the Traisental Railway, Kampthal Railway, Erlauf Valley Railway, and Puchberg Railway in Lower Austria, the Mattigtal Railway in Upper Austria, and the Western and Eastern Railways in Styria. However, for a small number of regional railway lines with low passenger volume and high operating costs in recent years, special audits and optimizations will be carried out. ÖBB plans to cooperate deeply with relevant state governments to formulate more attractive public transportation solutions for these non - mainline areas. Currently, the lines involved are the Mühlkreis Railway, Hausruck Railway, and Almtal Railway in Upper Austria, and the Thermalbahn in Styria. Possible solutions include transforming them into high - quality bus services. The company clearly states that its goal is to continue to provide high - quality public transportation services for regional passengers and ensure that regional public transportation is not affected.

To ensure the safety and stability of the railway network, the 2025 - 2030 framework plan reserves 4.8 billion euros for the maintenance of existing infrastructure, including repair, maintenance, and fault removal. In addition, the new framework plan also includes a number of new projects and provides financial support for their planning stages. At the same time, a series of important comprehensive plans have been formulated, including resilience measures to improve the ability of railway infrastructure to deal with natural disasters, the digital and modern transformation of railway operations, and the comprehensive upgrading of the train control system.
In order to maximize the efficiency of the financial budget, ÖBB has closely cooperated with government departments to conduct systematic reviews and evaluations on the traffic and economic policy impacts of infrastructure projects, and made targeted adjustments accordingly. The aim is to minimize the impact on the quality of passenger services and achieve the maximum social and economic benefits with a smaller budget. According to the evaluation results, some projects will be appropriately postponed or implemented over a longer period. The affected projects mainly include the Eastern Railway - Airport Express Link, the new Köstendorf - Salzburg line, and some construction projects in the Enns Valley.
